It's available to all so everyone can chose whether they want to use it or not. Does it give an unfair advantage? I don't really think so. It's a double edged sword though since it gives you a clearer view, but drastically harms your accuracy (example: ability to micro). Ability to zoom out on the other hand is something that clearly gives an advantage in game.
